Summary:
There were two problems: (1) `Signal.Expert.handle` does not call exit by itself; (2) it calls `flush` inside, which introduced deadlock, result in zombie processes.
This diff changes overall processes of the signal handler.
1. It uses `Caml.Sys.set_signal` instead of `Signal.Expert.handle`.
2. Inside the signal handler it raises an exception, then which is catched in `uncaught_exception_handler` of `Config.ml`. Epilogues are executed there.

This works by setting up a worker pool (as before) that waits to receive jobs
(not as before: we used to fork for each new job). Unix pipes are used for
communication.
The new worker pool can be used to experiment with other concurrency models,
such as reviving per-procedure-parallelism, or making sure each procedure is
analysed only once.
Perf tests indicate that this version is no slower than the previous one,
either on laptops or devserver: about 3% worse user time but ~40% better system time.
This new version forks <jobs> processes whereas the previous version would
fork `O(number of source files)` times.
`infer -j 1` shows a progress bar that doesn't update timing info (because it
would need a second process to do that).

Summary:
This commit augments codes to clean up temporary files generated by the clang frontend.
Currently clang frontend leaves large number of temporary files int the tmp directory, and it could be seen for example by running these command:

env TMPDIR=/tmp/infer make infer_models
ls -l /tmp/infer
```
P.S. Analyzing real project could easily cause each infer capture to leave hundreds of files in /tmp
P.P.S. There are 11 total references to Filename.temp_file however, other 9 seems don't leak temporary files in such large scale (at least not when using the clang frontend).
