This diff enables parsing and auto-formatting documentation
comments (aka docstrings).
I have looked at this entire diff and manually made some changes to
improve the formatting. In some cases it looked like it would take too
much time, or benefit from someone more familiar with the code doing
it, and I instead disabled auto-formatting docstrings in those files.
Also, there are some source files where the docstrings are invalid,
and some where the structure detected by the parser appears not to
match what was intended. Auto-formatting has been disabled for these
files.

Summary:
Found the dead code with the script in the next commit, iteratively until no
warnings remained.
Methodology:
1. I kept pretty-printers for values, which can be useful to use from infer's REPL (or
when printf-debugging infer in general)
2. I kept functions that formed some consistent API (but not often, so YMMV), for instance if it looked like `Set.S`, or if it provides utility functions for stuff in development (mostly the procname dispatcher functions)
3. I tried not to lose comments associated with values no longer exported: if the value is commented in the .mli and not the .ml, I moved the comment
4. Some comments needed updating (not claiming I caught all of those)
5. Sometimes I rewrote the comments a bit when I noticed mis-attached comments

Summary:
This approach was requiring the `InferArray` class to always be part of the classpath, and the only benefit was to preserve the length of the arrays, when known, on calls to `clone()` method. However, adding it to the models would create circular dependencies between the models, the builtins and the tests.
The code is now simpler and we can more aggressively fail when classes that are supposed to be found from the classpath are not found.

- Because Reason does not handle docstrings, the output of the
conversion is not 'Warning 50'-clean, meaning that there are

Utils contains definitions intended to be in the global namespace for
all of the infer code-base, as well as pretty-printing functions, and
assorted utility functions mostly for dealing with files and processes.
This diff changes the module opened into the global namespace to
IStd (Std conflict with extlib), and moves the pretty-printing
definitions from Utils to Pp.

Reimplement command line options in preparation for uniformly passing
options from the top-level infer driver that invokes a build command
through the build system to the descendant infer processes.
All command line options of all executables are collected into Config,
and declared using a new CommandLineOption module that supports
maintining backward compatibility with the current command line
interface. Very few values representing command line options are
mutable now, as they are set once during parsing but are constant
thereafter. All ordering dependencies are contained within the
implementation of Config, and the implementation of Config is careful to
avoid unintended interactions and ordering dependencies between options.

Eradicate need the procedure attributes for callees.
It relies on the java front-end to create proc descs for callees that are declared but not defined.
This diff remove that needs, and when a callee without prodedure attributes is found, it creates one on the fly. The attribute created is similar to what the Java front-end would do, except
that the number and types of arguments are part of the call instruction, so they can
be used to create the formal parameters.

In the case of Java, the name of the method is enough to lookup the summary of the callees and run the symbolic execution. This revision separates the case of method call in Java and in C, C++ and Objective C. Most of the code for executing method calls was Clang specific and this is an intermediate step to be able to run the capture and analysis on demand.
