Summary: public This map is the only reason we currently need to piggyback on the compiler. Once we have the map we should be able to point Infer at bytecodes + the map.

Summary:
Setting up a basic annotation processor. Right now, the processor
just saves a map of class -> methods that should be suppressed. Next, this map
needs to be turned into a .inferconfig file.
