Summary: Upgrade to latest clang release, needed for xcode12. clang-8/9 won't be able to read the Xcode 12 SDK since there's annotations that will fail compilation. Also removing unused (and hard to compile) binary `ast_exporter_bin` from facebook-clang-plugins/libtooling.
