Jeremy Dubreil	bf11a27158	[infer] merge --failures-allowed and --keep-going ... Summary: The `--failures-allowed` was doing for the Clang frontend what `--keep-doing` was doing for the backend. Summary: There is no point in attaching plugin to `clang -E` calls since they don't produce any AST. Same applies to `-M`, `-MM`, etc. (but not `-MD` nor `-MMD`).
