Summary:
`make clean` would fail calling `xcodebuild` to clean. It also calls `ant
clean`. Instead, do the cleaning ourselves by deleting the appropriate stuff so
that it's faster and more reliable.
Also clean the OCaml build before cleaning the tests as that's what more
important most of the time.
Also don't delete the man pages as part of `make clean` as they are checked in.
Also fix ant's Makefile so that the build points at the right .class files (the
path to the .class files was wrong so `make -C infer/tests/build_systems/ant`
would start `ant` for *each* file instead of once).

Summary:
Goal of the stack: deprecate the `--analyzer` option in favour of turning
individual features on and off. This option is a mess: some of the options are
now subcommands (compile, capture), others are aliases (infer and checkers),
and they can all be replicated using some straightforward combination of other
options.
This diff: stop using `--analyzer` in tests. It's mostly `checkers` everywhere,
which is already the default. `linters` becomes `--no-capture --linters-only`.
`infer` is supposed to be `checkers` already. `crashcontext` is
`--crashcontext-only`.

Try to read .inferconfig in the current directory, then in .., then in ../..,
etc. This can be overriden with the `INFERCONFIG` environment variable.
This removes the need for two-phase parsing, so clean up that code too.
Paths in .inferconfig are interpreted relative to where .inferconfig is located.
This does not apply to other path-sensitive things like regexpes... this is not
a show stopper because regexpes can account for the fact that infer may be
called from different project roots.
Make sure we fail when .inferconfig exists but cannot be read.

user doesn't have opam configured for her terminal.

- rename java.make -> javac.make, config.make -> java.make, and move to infer/tests/ so it's easier to use from infer/tests/build_systems/
- use these from ant's test Makefile, much code reuse!
- factor out common functionality between java and clang
A wrinkle: sorting is now done the same way for --issues-tests and
--issues-txt, which produces bogus (but still as deterministic) sorting for
--issues-txt. This is more of a cosmetic issue, but I hope to fix it in a later
diff that gets rid of calls to `sort` in favour of sorting directly from
`InferPrint`.

Summary:
Instead of the custom filtering done by `InferPrint --issues-tests`, use the
filtering done by `infer` and run without filtering for our e2e tests. We still
test the filtering for our build systems integration tests, and this diff
restores that behaviour for the ant test (hence the bugs removed from
ant/issues.exp).
Also add internal exceptions to most tests to get more signal out of them (eg,
knowing when we add assertion failures and the like).
Retire the old `--issues-tests` to limit the number of ways we do filtering.
