[clang trans] Simplify translation of if(not expr)
Summary:
```
n = v.empty();
if(!n) {
v[0] = 1;
}
```
used to be translated as
```
n = v.empty();
if(n) {
temp = 0;
} else {
temp = 1;
}
// join point
if(temp) {
v[0] = 1;
}
```
This diff removes the extra branching for if(not)
