Summary:
Previously we were only taking constexpr into account on constructors.
Add this info to ProcAttributes.t instead by exporting it from the
plugin for all functions.
This allows SIOF to take constexpr into account in more cases as it's not
always good at capturing which functions *can* be constexpr-evaluated,
which caused false positives.
Delete now-useless is_constexpr in constructor types. This generated the
changes in frontend tests.
Some minor renamings of variants of is_const_expr -> is_constexpr.

Summary: There is now a compilation check for UNAVAILABLE_API_IN_SUPPORTED_IOS_SDK so this check is less useful. Also the check REGISTERED_OBSERVER_BEING_DEALLOCATED is useful only in an old version of iOS.

Summary:
Core v13 APIs stopped raising `Not_found` and instead raise
`Not_found_s`, which wreaks havoc in our codebase. Carefully inspect
each `Not_found` and add `Not_found_s` where needed (that way it's
compatible with both Core v12 and v13 for now).

Summary:
Now that we have two similar functions, it becomes confusing, because `Pp.to_string` and `Pp.string_of_pp` can seem to do the same stuff, while in reality they do the opposite.
Well, it is still bit confusing, because the proper names would be
`Pp.pp_of_to_string` and `Pp.to_string_of_pp`, but I think this high
level order names are not necessary given that in most cases they will
be used as concrete functions.
I think `Pp.of_string` captures such usages better than `to_string` used to do: you need to pp stuff,
but you have a string (or, technically, a function that returns a string), so you pretty print OF that string, aren't you?
