Summary:
This diff enables parsing and auto-formatting documentation
comments (aka docstrings).
I have looked at this entire diff and manually made some changes to
improve the formatting. In some cases it looked like it would take too
much time, or benefit from someone more familiar with the code doing
it, and I instead disabled auto-formatting docstrings in those files.
Also, there are some source files where the docstrings are invalid,
and some where the structure detected by the parser appears not to
match what was intended. Auto-formatting has been disabled for these
files.

Summary:
Infer reads the arguments passed to clang, in particular to filter out some
incompatible clang command-line options. But, infer only understands arguments
in arg files if they are presented one per line. That's usually the case, but
infer itself stores clang arguments from compilation databases all on one line.
This breaks filtering.
This changes the type of compilation database items to a list of arguments, so
that they can be stored one per line when possible.
Also does some cleanup/renamings, and remove trailing `_` from temp file names, eg:
clang_command_.tmp.2b2602.txt -> clang_command.tmp.2b2602.txt
Also, do not escape arguments from arg files when printing them in logs (that
was useless and ugly).

Summary:
Found the dead code with the script in the next commit, iteratively until no
warnings remained.
Methodology:
1. I kept pretty-printers for values, which can be useful to use from infer's REPL (or
when printf-debugging infer in general)
2. I kept functions that formed some consistent API (but not often, so YMMV), for instance if it looked like `Set.S`, or if it provides utility functions for stuff in development (mostly the procname dispatcher functions)
3. I tried not to lose comments associated with values no longer exported: if the value is commented in the .mli and not the .ml, I moved the comment
4. Some comments needed updating (not claiming I caught all of those)
5. Sometimes I rewrote the comments a bit when I noticed mis-attached comments

Conversion and reformat of infer source using ocamlformat

Current status:
- Because Reason does not handle docstrings, the output of the
conversion is not 'Warning 50'-clean, meaning that there are
docstrings with ambiguous placement. I'll need to manually fix
them just before landing.

Summary:
Xcode's compilation databases follows a different convention than cmake's and
escape the `"file"` and `"dir"` fields of each unit to make them shell-ready.
We need to treat them differently when reading them.
This adds a new `--clang-compilation-db-files-escaped` option and makes the
code related to reading compilation databases deal correctly with both
conventions.

Summary:
Utils contains definitions intended to be in the global namespace for
all of the infer code-base, as well as pretty-printing functions, and
assorted utility functions mostly for dealing with files and processes.
This diff changes the module opened into the global namespace to
IStd (Std conflict with extlib), and moves the pretty-printing
definitions from Utils to Pp.

Summary:
Sometimes, we'll need to have extra information in compilation database.
To keep the code simple just keep information about all files and filter
data when scheduling jobs. Perf shouldn't be much worse since we only start one
process for infer invocation.
