Summary:
Just moving stuff around.
This is possibly useful for making Pvar depend on ProcAttributes for
other things, eg checking if a pvar is captured by a procedure (which
would be awkward to have in the API of ProcAttributes and not Pvar).
Overall it forced me to move a few other things around in a way that I
feel makes more sense anyway.

Summary:
Before this diff, TOPL had 3 implementations:
1. a post-processing of biabduction summaries
2. a post-processing of pulse summaries
3. a deep embedding in pulse
1 and 2 additionally require instrumenting SIL to generate monitors for
the TOPL properties. 3 is faster than both 1 and 2, by a good lot, and
doesn't require instrumenting the SIL code. Thus, delete 1 and 2!
Also harmonise the CLI so that TOPL is activated by --topl, which
actives it as a checker, like other analyses.

Summary:
Take another page from the Incorrectness Logic book and refrain from reporting issues on paths unless we know for sure that this path will be taken.
Previously, we would report on paths that are merely *not impossible*. This goes very far in the other direction, so it's possible we'll want to go back to some sort of middle ground. Or maybe not. See the changes in the tests to get a sense of what we're missing.

Summary:
This preanalysis in general aims to create specialized clones of methods that have blocks as arguments and that are called with concrete closures, and then call these clone methods instead of the original ones.
One complication is what happens with the captured variables in the closure. What we do is we add them to the formals of the cloned method and passed them through to the concrete blocks.
We do this transformation in two steps:
1. Go through all the callers of methods with blocks as parameters, and create the clone methods. In this preanalysis we only create the attributes for the new method, not the code. We also update the call instructions in the callers to represent a call to the cloned method with updated arguments: we don't need to pass closures arguments anymore, we instead pass the captured variables as new arguments.
2. We add the corresponding code to the newly created clones: this means swapping the call to the block variable with a call to the corresponding block. Moreover, we add some of the new formals (that correspond to the captured variables) to the arguments of the call.
This diff implements step 1 of the analysis. The next diff D23216021 implements step 2.

Summary:
We update the type of captured variables to include information about capture mode (`ByReference` or `ByValue`) both for procdesc attributes and the closure expression.
For lambda: closure expression now contains correct capture mode for capture variables. Procdesc still does not contain information about captured variables which we will address in the next diff.
For objc blocks: at the moment all captured variables have mode `ByReference`. Added TODOs to fix this.

This diff enables parsing and auto-formatting documentation
comments (aka docstrings).
I have looked at this entire diff and manually made some changes to
improve the formatting. In some cases it looked like it would take too
much time, or benefit from someone more familiar with the code doing
it, and I instead disabled auto-formatting docstrings in those files.
Also, there are some source files where the docstrings are invalid,
and some where the structure detected by the parser appears not to
match what was intended. Auto-formatting has been disabled for these
files.

Summary:
Record per-location traces. Actually, that doesn't quite make sense as a
location can be accessed in many ways, so associate a trace to each
*edge* in the memory graph. For instance, when doing `x->f = *y`, we
want to take the history of the `<val of y> --*--> ..` edge, add "assigned
at location blah" to it and store this extended history to the edge
`<val of x> --f--> ..`.
Use this machinery to print nicer traces in `infer explore` and better
error messages too (include the last assignment, like biabduction
messages).

Found the dead code with the script in the next commit, iteratively until no
warnings remained.
Methodology:
1. I kept pretty-printers for values, which can be useful to use from infer's REPL (or
when printf-debugging infer in general)
2. I kept functions that formed some consistent API (but not often, so YMMV), for instance if it looked like `Set.S`, or if it provides utility functions for stuff in development (mostly the procname dispatcher functions)
3. I tried not to lose comments associated with values no longer exported: if the value is commented in the .mli and not the .ml, I moved the comment
4. Some comments needed updating (not claiming I caught all of those)
5. Sometimes I rewrote the comments a bit when I noticed mis-attached comments
